Pre-announcement of the 5th Call for proposals of the Ambient Assisted Living Joint Programme

The 5th Call for proposals of the AAL Joint Programme will aim at the development of ICT-based solutions which enable and sustain older adults to continue managing their daily activities in their home. This call aims also at ICT-based solutions which support informal carers in their assistance. It is anticipated that the call will be launched at the end of February 2012, with a proposal submission deadline at the end of May 2012.
The information event will take place on 13 March 2012 in Brussels. All potential proposers are strongly advised to come to the information event, and those wishing to attend should register their interest by sending an e-mail to Jacqueline Teller before 24 February 2012.

Review of the Polish presidency
Part of the plenary session on 7 December was devoted to a review of the Polish presidency of the Council of the European Union. Members were invited to take the floor, on behalf of the groups, following a statement by Ms Grażyna Maria Bernatowicz, Deputy state secretary for European policy and human rights at Poland's Ministry for Foreign Affairs.
Statements by Group II members
Andrzej Adamczyk wondered why the Polish government was seeking to blur the binding nature of the European Charter of Fundamental Human Rights in Poland. Just when Poland's voice was being heard more widely in Europe, the government should not forget the solidarity it owed the Polish people and the other peoples of Europe in the present difficult times.
He thanked Ms Bernatowicz for the important advances in the European venture which the Polish presidency had worked on, and hoped that the presidency would be deemed a success.
Carmelo Cedrone congratulated the Polish presidency and recalled the major contribution Poland had made both to the reunification of Europe and to changing the face of the Union.
He noted that Poland was a new Member State which was chairing the Council for the first time; it was thus interesting to hear Ms Bernatowicz's thoughts about any difficulties the presidency might have experienced during their term, for instance on the question of the EU's Eastern borders and Russia.
Concluding, Mr Cedrone asked Ms Bernatowicz what contribution Poland envisaged making to the European summit of 8 and 9 November regarding the socio-economic losses facing workers, businesses and households.
George Dassis, the president of the Workers' Group, congratulated the Polish government on its efforts to prevent EU stagnation. The results did not live up to expectations, but that was not the Polish presidency's fault.
He called on the Polish government to send a message to other European governments about the choice they would have to make in the coming months between the Community method and the intergovernmental method, as this choice would determine the Union's future.
In this context, Mr Dassis regretted governments' current tendency to favour the intergovernmental method. He stressed that it was the Community method that had originally made the European Community so attractive to the peoples of Europe, including the people of Poland. This method included safeguards which enabled every country to be involved in decision-taking, thereby ensuring harmony among the Member States. It had thus proved its worth, unlike the intergovernmental method which had been used for centuries without ever leading to peace.
In conclusion, Mr Dassis asked the Polish presidency to send a second message to Europe's governments: the future of the European Union and its further progress were contingent on social advances; the people of Europe would only believe in this Union if it promoted measures which guaranteed them a certain level of well-being and self-respect.
Statement by Staffan Nilsson on responses to the financial crisis
The plenary session on 8 December devoted part of its proceedings to seeking responses to the financial crisis. After a statement by the EESC president, Mr Staffan Nilsson, and an address by the President of the French Economic, Social and Environmental Council, Mr Jean-Paul Delevoye, members were invited to speak on behalf of the groups.
Statements by Group II members
George Dassis, the president of the Workers' Group, began by thanking EESC president Staffan Nilsson for his statement on the crisis. The statement would provide a good basis for an EESC resolution; however, as the assembly had previously failed to reach agreement, the Workers' Group had adopted and issued its own resolution on the subject, which included most of the points mentioned in Mr Nilsson's statement.
Mr Dassis stated that he agreed with almost all the points made by Mr Delevoye regarding the future of Europe. In the past, Europe had advanced by taking small steps, but the main political players of the past in French and Germany – the drivers of the European venture – had genuinely wished to increase European integration, whereas today we were seeing a real inversion of that process.
It was thus understandable that questions were being asked as to who really governs Europe. Democracy willed that the representatives elected by the people governed. But it seemed now that political decision-makers were unable to govern, as all their energy was being used to placate the financial markets. However, the representatives of civil society had sounded the alarm very soon, in this same plenary assembly, urging governments to act quickly against the speculators. Unfortunately we were still waiting for a response.
Mr Dassis nevertheless mentioned a couple of recent political decisions which seemed more promising, such as the proposal for a tax on financial transactions, recently announced by a European Commission which had also realised the importance of the Community method and was working in that direction.
However, Mr Dassis added, national governments and the European institutions had to restore their citizens' confidence in the Union, and they would not do this by basing the Union on widespread austerity. Instead, people had to be offered the hope of a decent life and this meant stopping certain speculators from lining their pockets at the expense of ordinary people.
Leila Kurki, president of the Section for Employment, Social Affairs and Citizenship, focused on the social dimension of the crisis. Dialogue in this field had got left behind in all the debates at European level. Yet industrial production in Europe had dropped sharply, unemployment was high, poverty was worsening and whole generations risked being marginalised or even totally lost. People were losing faith in Europe because they did not believe that the crisis was caused by social benefits or the size of the public sector. They attached great importance to a social Europe.
Ms Kurki then put forward a few suggestions for tackling the crisis: getting the financial markets in step; stimulating growth by boosting consumption – which meant applying a fair pay policy; investing to create jobs; strengthening economic governance and governance of the single market and its social and environmental dimension; and reducing inequalities in society. In short, policy had to be for the people, not against them.

The Welsh Language (Wales) Measure 2011 (“the Measure”) provides for the establishment of the office of Welsh Language Commissioner (“the Commissioner”). The Commissioner will be supported in his or her work by a panel of advisers. Section 23 of the Measure imposes a duty upon the Welsh Ministers to appoint the members of this advisory panel and explains that the panel is to be known as the Advisory Panel to the Welsh Language Commissioner (“the Advisory Panel”).

These Regulations, which come into force on 12 January 2012, amend the Specified Products from China (Restriction on First Placing on the Market) (Wales) Regulations 2008 (S.I. 2008/1080 (W.114)) (“the 2008 Regulations”) in order to implement Commission Implementing Decision 2011/884/EU on emergency measures regarding unauthorised genetically modified rice in rice products originating from China and repealing Decision 2008/289/EC (OJ No. L343, 23.12.2011, p.140) (“the Commission Decision”). The Commission Decision provides for import restrictions that previously applied to Bt 63 genetically modified rice to apply, with modifications, to all unauthorised GM rice.

The Waste and Emissions Trading Act 2003 (“WET Act”) establishes a system of targets for reducing the amount of biodegradable municipal waste that is sent to landfill in each region in the UK and in the UK as a whole. This gives effect to the UK’s obligations under article 5(2) of Council Directive 1999/31/EC on the landfill of waste (OJ No L 182, 17.7.1999, p. 1).

The Solicitors’ (Non-Contentious Business) Remuneration (Amendment) Order 2012

This Order amends the Solicitors’ (Non-Contentious Business) Remuneration Order 2009 (S.I. 2009/1931) (“the 2009 Order”) which deals with the remuneration of solicitors in respect of non-contentious business. The amendments extend the application of the 2009 Order to bodies which are wholly or partly owned or controlled by non-lawyers and are licensed by the Law Society under Part 5 of the Legal Services Act 2007 (c. 29) to provide legal services, or a mixture of legal and other services, to the public (“licensed bodies”).

The Employment Tribunals (Increase of Maximum Deposit) Order 2012

This Order amends section 9(2)(a) of the Employment Tribunals Act 1996, which provides a power to make regulations authorising employment tribunals to order the payment of a deposit if a party wishes to continue to participate in proceedings. The amendment contained in this Order substitutes the maximum sum of the deposit that may be specified in such regulations, replacing £500 with £1,000.

Strategic Report on Genotype-Phenotype Resources in the European Union

This white paper was prepared to assess the opportunities and obstacles that confront us as Europe plans to make full use of the integration of genome-based data resources with resources detailing disease-based and other human phenotypes. The report represents the consensus outcome of Think Tank discussions among 17 invited experts in Brussels on October 2011.
The report addresses prospects for the development and application of genotype-phenotype resources, considering them to be very promising. Establishing clear relationships (correlations) between increasing amounts of genotypic information available from clinical studies (e.g. as provided by genome wide association studies (GWAS)), and similarly of phenotype information at the population level, is still largely impossible today. This approach advocated also assists in “stratification” – instead of rejecting so many drugs during clinical trials, it could be that many deemed to be failures today will work well for sets of patients on genotypic/ phenotypic grounds.
