Proposal for a REGULATION (EU) No OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of … laying down specific measures in favour of agriculture in the smaller Aegean islands
Abstract
The harmonisation of Regulation (EC) No 1405/2006 with the new rules contained in the Treaty is based on classifying into delegated powers and implementing powers of the provisions adopted by the Commission pursuant to that Regulation (Regulation (EC) No 1914/2006 laying down certain detailed rules for applying Council Regulation (EC) No 1405/2006).
Following this exercise, a draft proposal recasting Regulation (EC) No 1405/2006 has been drafted. Under this draft, the Legislator reserves the right to issue decisions concerning the essential elements of a specific scheme for certain agricultural products in the smaller Aegean islands, in order to remedy the difficulties caused by their isolation, remoteness, insularity, small size, mountainous terrain and climate and their economic dependency on a small number of products.

On 26 January, President Staffan Nilsson met with the European Commission Vice-President Maroš Šefčovič responsible for Inter-Institutional Relations and Administration. Commissioner Šefčovič was very concrete and constructive about strengthening the cooperation between the EESC and the Commission, in light of the new Lisbon Treaty and its Article 11.

The steady emergence of political parties that cross national boundaries has been a feature of the European political landscape. At present there are 10 such European political parties spanning the left-right spectrum. A recent hearing on 26 January by Parliament’s Constitutional Affairs Committee debated the many legal, political and financial problems they continue to face in preventing them reaching a wider audience.

Around 85 million people in the European Union are estimated to live in poverty and this has risen and is rising due to the economic crisis. A “Citizens Agora” at the European Parliament in Brussels on 27-28 January brought together lawmakers, NGOs and people over 60 facing poverty to discuss the issues and what can be done about them. A slideshow of photos on the right tries to capture some of the atmosphere.

The total number of passengers transported by air fell by 6% in the EU27 in 2009 compared with 2008, to 751 million, showing the impact of the economic crisis. This is the first fall recorded in the EU since 2002, marked by the effect of 11 September 2001 on passenger numbers. The number of passengers decreased by 8% on intra-EU flights in 2009, to 318 million, by 4% on extra-EU flights to 271 million and by 5% on national flights to 162 million. Total freight and mail transported by air in the EU27 also fell in 2009 compared with 2008, by 12%.

Euro area annual inflation is expected to be 2.4% in January 2011 according to a flash estimate issued by Eurostat, the statistical office of the European Union. It was 2.2% in December 2010.

Summary of decision on complaint 2178/2009/(TN)ELB (confidential) against the European Commission
The complaint concerns the Commission’s promotion system between 2003 and 2008. In his complaint to the Ombudsman, the complainant alleged that the Commission breached his legitimate expectations to be promoted by increasing the threshold for promotions in 2007 and 2008 (from 33 points to 51 points).
The Commission explained that promotion thresholds are established on the basis of budgetary resources. Therefore, the complainant had no guarantee that the threshold would remain at 33 points.
