The European Food Safety Authority (EFSA) is charged with coordinating the annual reporting of zoonoses, zoonotic agents, antimicrobial resistance (AMR) and food-borne outbreaks in the European Union under the Directive 2003/99/EC as well as analysing and summarising the data collected. Until the year 2010, data on antimicrobial resistance (AMR) in animals and food were submitted by the reporting countries and analysed by EFSA on an aggregated level (i.e. as numbers of isolates resistant to a given antimicrobial substance out of the total number of isolates tested). However, data at bacterial isolate level enable more in-depth analysis of resistance, including multi-resistance patterns of isolates and description of clonal spreading of resistant strains. A pilot project for the collection of isolate based AMR data from volunteering reporting countries was carried out in 2011. Data were successfully collected from eleven Member States and one reporting country. This report focuses on the analysis of multi-resistance, co-resistance and complete susceptibility patterns in these isolate-based AMR data, containing information on Salmonella, Campylobacter, indicator E. coli and indicator enterococci isolates from food and animal samples for the year 2010. In addition, attention is paid to the study of the quantitative association between resistance to different antimicrobials in the dataset. Finally, several methods to identify possible clusters of similar multi-resistance patterns are described and exemplified based on selected subsets. Results are shown through specific summary tables as well as graphical representations.

This Order makes provision in relation to England and Wales in connection with elections and vacancies affecting the office of police and crime commissioner under Chapter 6 of Part 1 of the Police Reform and Social Responsibility Act 2011 (c.13) (“the 2011 Act”). Section 75(2) of the 2011 Act provides that for each police area, other the metropolitan police district and the City of London police area, the head of paid service of the designated local authority is to be the “appropriate officer” on whom functions are conferred under Chapter 6 of Part 1.

These Regulations confer functions on police area returning officers and local returning officers at elections for a police and crime commissioner (“PCC elections”) in accordance with Chapter 6 of Part 1 of the Police Reform and Social Responsibility Act 2011 (c.13) (“the 2011 Act”). The Regulations confer general functions that are in addition to specific functions conferred by order made under section 58 of the 2011 Act. The functions are also subject to any contrary provision in the arrangements under which another returning or counting officer will discharge certain functions in the event that the poll at a PCC election is taken together with the poll at another election or referendum.

These Regulations amend the Police Regulations 2003 (“the 2003 Regulations”) by replacing the provisions about business interests held by police officers, candidates for appointment to police forces, and their relatives, and by inserting new provisions about biometric vetting of candidates.

These Regulations amend the Special Constables Regulations 1965 by inserting provisions about the biometric vetting of candidates for appointment as special constables, about the testing of special constables, and candidates for substance misuse, and about the notification and approval of business interests held by special constables, candidates and their relatives. The inserted provisions are effectively identical to those applicable to regular police officers by virtue of the Police Regulations 2003. The relevant provisions of the Police Regulations 2003 are regulations 7 to 10, 19 and 19A.

The Data Protection Act 1998 (c. 29) (“the Act”) regulates, amongst other things, the processing of “sensitive personal data”, as defined in section 2. The first data protection principle, set out in paragraph 1 of Schedule 1 to the Act, prohibits the processing of “sensitive personal data” unless one of the conditions in Schedule 3 to the Act is met. The condition in paragraph 10 of that Schedule is that the personal data are processed in circumstances specified in an order made by the Secretary of State. This Order specifies certain circumstances for the purposes of that paragraph.

These Regulations prescribe the amount of a penalty which may be imposed by an appropriate authority by virtue of section 115C or 115D of the Social Security Administration Act 1992 (c.5) (“the Act”). The Secretary of State or an authority administering housing benefit or council tax benefit are both appropriate authorities for the purpose of these sections by virtue of section 115C(6) of the Act. That subsection also defines a “relevant social security benefit” for the purpose of these sections.

This Order revokes and remakes the Northern Ireland Poultry Health Assurance Scheme (Fees) Order (Northern Ireland) 2011. The Order makes provision for the Department to charge fees for activities required under Council Directive 2009/158/EC (on animal health conditions governing intra-Community trade in, and imports from third countries, of poultry and hatching eggs). The activities and fees are listed in the Schedule.

The European Ombudsman, P. Nikiforos Diamandouros, helped the European Central Bank (ECB) to settle a public access case involving a letter the ECB sent to the Spanish government in August 2011. A Spanish lawyer asked for access to the letter because he wanted to know whether the ECB had suggested an amendment of the Spanish Constitution. When the ECB refused, he complained to the Ombudsman. After inspecting the letter, the Ombudsman agreed that the ECB should not have to disclose it to the public. However, with the consent of the ECB, he confirmed to the complainant that the letter did not suggest any amendments to the Spanish Constitution.

With GDP growth stagnating, the unemployment rate continuing its upward trend, and unresolved sovereign debt issues in many Member States, it is not easy to be optimistic about the prospects for EU labour markets. The best news tends to be of the ‘it could be worse’ variety. The second issue for 2012 highlights almost 73,000 job losses and over 47,000 jobs gains.
