When Commission president José Manuel Barroso gives his annual state of the union address to the Parliament on 12 September, it will not be about exchanging pleasantries. Instead it will be about giving MEPs the opportunity to debate the Commission's plans for the coming year. Mr Barroso can then use the feedback to fine-tune his proposals. This early exchange of views can help to prevent problems further down the line.
