Proposal for a DIRECTIVE OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL on minimum standards for the qualification and status of third country nationals or stateless persons as beneficiaries of international protection and the content of the protection granted 

Abstract

This proposal aims to address the deficiencies identified during the first-phase of the asylum
legislation and to ensure higher and more harmonised standards of protection, thus
progressing towards a common asylum procedure and a uniform status, as set out in the
Tampere conclusions and reiterated in the Hague programme.

Proposal for a DIRECTIVE OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL on minimum standards on procedures in Member States for granting and withdrawing international protection (Recast) 

Abstract

The main objective of this proposal is to ensure higher and more coherent standards on
procedures for granting and withdrawing international protection that would guarantee an
adequate examination of the protection needs of third country nationals or stateless persons in line with international and Community obligations of Member States.
The proposal aims at improving both the efficiency and the quality of decision making by
“frontloading” services, advice and expertise and encouraging Member States to deliver, within a reasonable time, robust determinations at first instance.

Proposal for a COUNCIL DIRECTIVE implementing the Framework Agreement on prevention from sharp injuries in the hospital and healthcare sector concluded by HOSPEEM and EPSU 

Abstract

The aim of the proposal is to give legal effect to the Framework Agreement on prevention
from sharp injuries in the hospital and healthcare sector, signed on 17 July 2009 by
HOSPEEM (European Hospital and Healthcare Employers’ Association) and EPSU
(European Federation of Public Services Unions).

The Framework Agreement aims to protect workers at risk of injury from all medical ‘sharps’ (including needle-sticks) and to prevent the risk of injuries and infections caused by medical sharps. It provides for an integrated approach to risk assessment, risk prevention, training, information, awareness-raising and monitoring and for response and follow-up procedures.

Proposal for a DIRECTIVE OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL on the right to interpretation and translation in criminal proceedings

Abstract

This proposal for a Directive of the European Parliament and the Council aims to set common minimum standards as regards the right to interpretation and translation in criminal proceedings throughout the European Union. The proposal is the first step in a series of measures set out in the Procedural Rights Roadmap, adopted in Council on 30 November 2009 instructing the Commission to put forward proposals on a “step by step” basis.  This proposal should therefore be considered as part of a package of legislation to be presented over the next few years which will provide a minimum set of procedural rights in criminal proceedings in the European Union.

The proposal seeks to improve the rights of suspects who do not understand and speak the language of the proceedings.

Proposal on an optional and temporary application of the reverse charge mechanism in relation to supplies of certain goods and services susceptible to fraud

Abstract

The purpose of this proposal for a Directive amending Council Directive 2006/112/EC of 28 November 2006 on the common system of value added tax (hereafter the ‘VAT Directive’) is to allow the temporary application of the reverse charge mechanism to combat existing fraud in relation to trade with emission certificates and to transactions involving certain fraud sensitive goods, such as precious metals, mobile phones, intergrated circuit devices and perfumes.

Proposal for a DIRECTIVE OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL on the right to interpretation and translation in criminal proceedings

Abstract

This proposal for a Directive of the European Parliament and the Council aims to set common minimum standards as regards the right to interpretation and translation in criminal proceedings throughout the European Union. COM 2009 577 Proposal implementing the Framework Agreement on prevention from sharp injuries in the hospital and healthcare sector

Proposal for a COUNCIL DIRECTIVE implementing the Framework Agreement on prevention from sharp injuries in the hospital and healthcare sector concluded by HOSPEEM and EPSU 

Abstract

The aim of the proposal is to give legal effect to the Framework Agreement on prevention
from sharp injuries in the hospital and healthcare sector, signed on 17 July 2009 by
HOSPEEM (European Hospital and Healthcare Employers’ Association) and EPSU
(European Federation of Public Services Unions).

The Framework Agreement aims to protect workers at risk of injury from all medical ‘sharps’ (including needle-sticks) and to prevent the risk of injuries and infections caused by medical sharps. It provides for an integrated approach to risk assessment, risk prevention, training, information, awareness-raising and monitoring and for response and follow-up procedures.

Proposal for a DIRECTIVE OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL on minimum standards on procedures in Member States for granting and withdrawing international protection (Recast) 

Abstract

The main objective of this proposal is to ensure higher and more coherent standards on
procedures for granting and withdrawing international protection that would guarantee an
adequate examination of the protection needs of third country nationals or stateless persons in line with international and Community obligations of Member States.
The proposal aims at improving both the efficiency and the quality of decision making by
“frontloading” services, advice and expertise and encouraging Member States to deliver, within a reasonable time, robust determinations at first instance.

Proposal for a DIRECTIVE OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL on minimum standards for the qualification and status of third country nationals or stateless persons as beneficiaries of international protection and the content of the protection granted 

Abstract

This proposal aims to address the deficiencies identified during the first-phase of the asylum
legislation and to ensure higher and more harmonised standards of protection, thus
progressing towards a common asylum procedure and a uniform status, as set out in the
Tampere conclusions and reiterated in the Hague programme.

Proposal on an optional and temporary application of the reverse charge mechanism in relation to supplies of certain goods and services susceptible to fraud

Abstract

The purpose of this proposal for a Directive amending Council Directive 2006/112/EC of 28 November 2006 on the common system of value added tax (hereafter the ‘VAT Directive’) is to allow the temporary application of the reverse charge mechanism to combat existing fraud in relation to trade with emission certificates and to transactions involving certain fraud sensitive goods, such as precious metals, mobile phones, intergrated circuit devices and perfumes.
