This is the first commencement order made by the Welsh Ministers under the School Standards and Organisation (Wales) Act 2013 (“the 2013 Act”). The Order brings sections 38, 39, 97 and 98 of the 2013 Act into force on 26 April 2013 insofar as they allow for the laying and making of a draft School Organisation Code. Sections 97 and 98 of the 2013 Act is brought fully into force on 4 May 2013.

Part 3 of the Forestry Act (Northern Ireland) 2010 (“the Act”) applies to the felling of trees.

These Regulations provide for the calculation of the area of any land for the purposes of section 15(1) of the Forestry Act (Northern Ireland) 2010 (the Act). Under section 15(1) of the Act a person is prohibited from felling trees growing on land of 0.2 hectares or more in area unless a licence granted by the Department authorising the felling is in force or an exemption under section 15(2) of the Act applies.

These Regulations amend the Social Security (Contributions) Regulations 2001 (“the principal Regulations”). These Regulations add a new paragraph 23 to Part 10 of Schedule 3 to the principal Regulations. The new paragraph 23 provides a disregard for the fee and the renewal fee for the up-date service of the Disclosure and Barring Service in England and Wales where those fees are paid or reimbursed by an employer. It also provides a disregard for the fee for criminal record certificates and enhanced criminal record certificates where an application is made at the same time as an application to the up-date service and the fee is paid or reimbursed by an employer.

This Order establishes in the United Kingdom an emissions trading scheme in respect of greenhouse gases under sections 44, 46(3), 49 and 90(3) of and Schedule 2 and paragraph 9 of Schedule 3 to the Climate Change Act 2008 (c. 27). It applies to direct and indirect emissions from supplies of electricity and gas by public bodies and undertakings.
